Intellectual Property as a Driver for International Scientific Cooperation: Development of Indicators for Russian Practice

Abstract

The processes of institutionalization of higher education, ensuring its integration into the global educational space, are based on the effectiveness of various forms of international cooperation. The object of this study is the international scientific cooperation between Russian and foreign (German) higher educational institutions based on the Russian regulatory framework. The subject is a computer program in the field of e-health as a result of international scientific cooperation, as an object of intellectual property based on cooperation between Russian and German higher educational institutions: Kazan Innovation University named after V.G. Timiryasov, Financial University under the Government of the Russian Federation with the universities of the University of Münster, the Chemnitz University of Technology, the University of Mannheim. The purpose of the study is to form the indicators of the development of international scientific cooperation for its assessment, development in the digital economy. The analysis of theoretical sources in the study was made in the Scientific Electronic Library elibrary in the fields of “international cooperation, e-health”. The analysis of the patent base on the research topic was also carried out in the Scientific Electronic Library elibrary according to the following parameters: the search area (two options), the type of publications; keywords, including five groups of keywords in the field of the object, subject of research. The results of this study are the formation of the “international scientific cooperation” concept as a part of international cooperation between Russian and foreign higher educational establishments; the development of five basic and five additional indicators for assessing international scientific cooperation of Russian and foreign higher educational establishments, where “additional” refers to indicators for priority fields of the Russian economy development, including the digital economy; justification of the uniqueness of the “Classifier of medical services in the field of e-health for optimizing the interaction of participants in the e-health model” computer program (registration number 2020667510 from 24.12.2020) registered in ROSPATENT by an international team of co-authors of this study. The obtained results can be used in the international scientific cooperation of Russian higher education institutions, its assessment by experts in the field of integration of higher education institutions international cooperation.
