Национальные проекты как инструмент для опережающего социально-экономического развития России: анализ проблем

Abstract

Taking into account the global transformation of social and economic systems, in which investments in human capital play an important role, the issue of evaluating the effectiveness of national projects in Russia becomes important, because they act as a locomotive tool to achieve accelerated socio-economic development in modern conditions. The aim of this work is to review the experience of implementing the project approach in the Russian Federation. The article uses methods of analysis, synthesis and achieves the following objectives: the priority socio-economic reasons for the implementation of national projects are identified and their theoretical and conceptual basis is outlined; the influence of the institutional environment on evaluating effectiveness of socio-economic measures of national goals is analyzed; the problems of applying the project approach in public administration in the implementation of national projects are identified. In particular, the lack of a flexible organizational structure of project management in the public sector and its implementation in the form of “current” activities, insufficient openness of the bureaucratic apparatus to society in the decision-making process and, as a consequence, a low indicator of citizens’ substantive awareness of national projects. It is concluded that the concept of human capital development in Russia has been reflected in common national goals, one of the main tools for the implementation of which have become national projects. In addition, it is noted that an assessment of the effectiveness of project activities implementation at the regional level, in particular, measures aimed at solving social problems affecting the economic development of the subjects of the Russian Federation, is necessary. The expediency of further scientific research of project activities at the regional level is indicated.
