Abstract

The article discusses issues related to the creation of the federal territory “Sirius” and political consequences that this entails for the city of Sochi. The relevance of the study is defined by the fact that the territory that received the federal status was separated from Sochi, but continues to maintain a close relationship with it. The use of an interdisciplinary approach, the method of political-legal analysis and the historical-genetic method, made it possible to comprehensively study the stages and reasons for the creation of the federal territory “Sirius”, to identify the features of its status and to characterize the impact on the political situation of the city of Sochi. According to the author, one of the reasons for the creation of a new public law formation can be considered the need to carry out such redistribution of powers of public authority various levels, in which the federal level would be maximally provided with the opportunity to use the main resource potential of the objects of the Imeretinskaya lowland to solve national strategic problems. The history of the creation of the federal territory “Sirius” and the controversial nature of the issue of its joining the Krasnodar region indicate that its current political and legal status is the result of taking into account regional interests. The federal territory “Sirius” is not part of the city of Sochi, but for the transitional period till December 31, 2025 it can be considered together with it as a special Sochi sub-region of the Krasnodar region. The creation of the federal territory “Sirius” confirms the federal significance of Sochi and actualizes the issue of raising the political and legal status of this city, recognizing the objective existence of the Sochi sub-region. According to the author, the creation of the federal territory “Sirius” can be viewed as a factor in the political development of the city of Sochi.
