Abstract

The article examines theoretical, methodological, and practical issues of national planning in the context of the search for sources of economic growth. In a historical vein, the organization of planning activities is analyzed, its positive role in economic management at various stages of the national economic system development is proved. Discussion issues about the “driving principles” and “economic cell” of the planned economy are considered. The opinions of the expert community on topical issues of choosing types and forms of planning that are acceptable in changing macroeconomic conditions are researched, the influence of internal and external factors on the results of the national economy functioning is revealed. The modern interpretation of planning as one of the public institutions is presented. The reasons preventing the spread of the practice of using progressive types of planning in the activities of economic entities have been established. The timeliness of a wider application of the principles and methods of planning in practical work, the need for their inclusive development in the transition to the sixth technological order is justified; the timeliness of building a national planning system is proved and approximate composition of its constituent elements is described. As a result, recommendations on the formation of the institutional infrastructure necessary for organizing productive planning activities at various levels (hierarchies) of management have been prepared. Further research is advisable to focus on an in-depth study of the possibilities of using modern methods and tools for analyzing big data and their subsequent application in forecasting as the first stage of planned work. It seems relevant to conduct field research on measuring the effectiveness of planning bodies personnel in order to increase their motivation in order to achieve the highest final results, quantitative and qualitative assessment of the results of planned activities implementation.
