Abstract

Monitoring and analysis of the situation of children and families with children on the basis of information resources is required for developing state social policy and specific assistance programs for children and families with children, observation and execution control of the programs, and the subsequent assessment of the results. The basis of the resource is the collection of statistical indicators, characterizing the situation of children and families with children in all subjects of the Russian Federation. The quality of the information resource determines the level of development and affects the effectiveness of social programs and the effectiveness of budget spending on the help of children and families. In Russia, there is no comprehensive information resource, the collection of indicators is dispersed over several departments, the observation programs are not coordinated, the data formats differ, the indicators cannot be integrated for system and comparative studies. The lack of a complex resource affects the quality of social programs development, their results. The article considers the problem of information support for assistance programs to children and families with children. Poor families with children are an actual social problem in Russia. According to Rosstat data in 2018, 23% of the entire children population lived in low-income households. Especially severe situation is in large families — the level of child poverty in such households is about 49.4% and this indicator has deteriorated significantly compared with 2013. The study of factors affecting the situation of children and families with children is an actual scientific problem, the research results have important scientific value and should be taken into account in developing social programs, risks analysis, and evaluating results. The article presents an analysis of the available information environment and estimating the potential for the constructive development of information infrastructure in the interests of supporting assistance programs for children and families with children in the subjects of the Russian Federation. Information on the database “Children of Russia”, developed at Lomonosov Moscow State University, is presented. The functionality implemented in the database containing data representation and analysis tools, including technological solutions based on geo-information methods, can support research at a level comparable to the development of leading Western countries. Database “Children of Russia” can serve as a basis for creating a national information resource.
