State Regulation in the Sphere of Developing and Producing COVID-2019 Vaccines: Comparative Analysis of Russian and Foreign Experience

Abstract

The article provides a comparative analysis of the experience of state regulation of developing and producing COVID-19 vaccines in the United States, the United Kingdom and the Russian Federation. Vaccine development is characterized by particular complexity, the scale of investment required, barriers to entry, and high educational requirements for scientists involved in research.It has been found that the governments of the studied countries  are quite capable of keeping up with the rapidly growing pace of changes in the world (in particular, modifying vaccines due to new strains of coronavirus). Furthermore, it has been shown that developed countries, in particular the United States of America and the United Kingdom, are significantly ahead of other countries in the developing and producingCOVID-19 vaccines. The analysis also revealed the reasons for non-recognition of Russian vaccines by Western countries. As a result, measures aimed at improving the regulatory framework and infrastructure support for the effective functioning of public administration in developing and producing COVID-19 vaccines are proposed.
