On the Economic Assessment of Environmental Services Provided by Geosystems of Baltic Sea Coastal Zone

Abstract

In recent decades, the assessment of ecological services provided by natural systems has become increasingly relevant. The human impact on the above-mentioned systems is steadily increasing. It in turn leads to a significant decrease in the quality of ecological services. The total cost of such services for many regions significantly exceeds the benefits derived from the economic use of their territories and water areas. The article provides a quantitative evaluation of a significant part of the ecological services delivered by the natural systems of the coastal Russian regions of the Baltic Sea — Leningrad and Kaliningrad regions. Taking into account that most of the statistical data that served as the basis for calculating the cost of services are provided for the territory of the regions, and not their coastal zones (the boundaries of which are currently not clearly defined both at sea and on land), the calculations for the territory of the region as a whole are made, and averaged results are obtained for them. Environmental services are provided by both the natural systems of the land and the Baltic Sea, but the latter have not been considered in this article. Among the many environmental services, there are those that are difficult to quantify at the present stage of scientific development, for example, the aesthetic value of natural landscapes. Nevertheless, many environmental services from different regions of the world have been evaluated. The article lists the main environmental services provided by natural systems, and gives a brief description of the methods for their assessment. The results of a quantitative assessment of the cost of ecological services rendered by the natural systems of Leningrad and Kaliningrad regions suggest the importance of preserving them and minimizing the anthropogenic impact on them. This calls for, firstly, preserving and expanding the existing network of specially protected natural areas within the regions, and secondly, regulating recreational and other types of economic use.
