State Management of Territories Sustainable Development: The Experience of Finland and Russia

Abstract

It is clear that in the context of implementation of The Sustainable Development Agenda 2030 that countries have undertaken lately, a study on the sustainable development governance is really relevant. The paper explores Finnish and Russian experience of governance in the sphere of territories sustainable development. The authors use content analysis of international documents and analytical reports of the UN Department of Economic and Social Affairs in the sphere of sustainable development, voluntary national reviews of Finland and Russia on implementation of The Sustainable Development Agenda 2030, reports of the Finnish government on the sustainable development and the Russian legislation in the area of sustainable development. The authors systematized the approach of Finland to achieving the sustainable development goals on the basis of exploring the principles of national policy, the strategy, the infrastructure, the methods that this leading country uses and the results of the voluntary national reviews that it has. By examining the practice of the transition to sustainable development in modern Russia the authors made the conclusion that the sustainable development goals are incorporated into national projects, into strategic documents and programs; in 2020 a voluntary national review and a voluntary public review took place to develop recommendations for government to achieve sustainable development goals. At the same time several problematic aspects in the Russian approach to sustainable development governance are revealed. The authors particularly examined the possibilities to use the Finnish experience in the establishment of integrated infrastructure of sustainable development governance. Also the framework of a multi-agency center for the sustainable development governance is offered. This center has the function to coordinate networking in achieving the sustainable development goals in the regions of Russia, which will eventually lead to the sustainable development in an upward direction (from regions to the whole country).
