University Quality Management System as an Objective Condition for the Development of the Regional Economy: Foreign Experience

The human factor plays an important role in the modern economy, as it is the highly qualified specialists who determine the way of development in this sphere. The relationship between the efficient use of human resources and the successful economic and social development of a region or country is a relevant topic today. The quality of education is the key to the professionalism of specialists, ensuring the effective use of their competencies. The article studies various interpretations of the “quality of education” concept, proposes a model of the “quality of higher education” definition. In the scientific literature, the main content of the quality management systems (QMS) is described primarily in the field of production, and in this article it is considered in the context of higher education and defined as the main lever for developing the region’s economy. The article defines the features of QMS in the training of qualified specialists. It has been established that the QMS in education in the coming years will dictate certain conditions for developing the economy and education. The article provides an overview of international experience in implementing QMS in universities. It is concluded that in order to improve the Russian system of higher education it is necessary to introduce QMS, to carry out self-assessment of the institution activities, for example, according to the criteria proposed by M. Boldridge. As a result of the analysis, it is proposed to introduce the QMS at the university level, based on the content of the QMS, taking into account the specific characteristics of the educational institution. The main conclusion of this work is the need to consider the QMS in higher education institutions as the main lever for developing the region’s economy, ensuring that the higher education institution’s targeted priorities are achieved in the framework of the activities carried out. The theoretical basis for this article was scientific publications within the framework of the topic under consideration. The information and empirical basis consists of domestic and foreign works, normative, statistical and analytical documents. As theoretical research methods, the article uses synthesis, generalization, specification. Empirical methods used — deductive method, statistical analysis, comparison, interpretation. The practical significance of the study — is defined by the possibility of using the main provisions and conclusions of the article in scientific and pedagogical activities in the consideration of issues in this field.
